Activity Summary

Regional disparities, especially in Indonesia's Tertinggal, Terdepan, dan Terluar (3T) regions, remain a strategic issue in national development. Nggayu Village, located in Ulilin District, Merauke Regency, South Papua, holds great potential to emerge as a leading tourism village in eastern Indonesia. However, challenges such as limited infrastructure, lack of access to clean water, and insufficient community understanding of tourism hinder its development. Additional issues, including damaged tourism facilities, weak institutional frameworks, and suboptimal tourism attractions, require an integrated approach to regional development. This community service initiative, carried out by a team from the School of Architecture, Planning, and Policy Development (SAPPK) ITB with support from ITB’s Institute for Research and Community Service (LPPM), aims to develop a sustainable, community-based tourism management model. Through the Participatory Rural Appraisal (PRA) approach, local communities are actively engaged in identifying potentials and challenges, as well as in planning and implementing solutions rooted in local wisdom. The program includes institutional development, capacity building for human resources, and planning tourism products that emphasize culture, nature, and local life. Findings highlight the need to prioritize improvements in accessibility, amenities, and institutional frameworks as key pillars of tourism village development. This development model is expected to enhance community welfare, preserve the environment and culture, and create high-quality tourism experiences. In the long term, this approach is intended to serve as a prototype for replication in other 3T regions. As a result, Nggayu Village has the potential to become a model for competitive and sustainable community-based tourism development in Eastern Indonesia.
