"The gap between regions is a phenomenon that often occurs in Indonesia, especially in disadvantaged, foremost, and outermost areas. One of them is due to differences in quality and quantity of resource capabilities, both natural resource and human resource factors. Some efforts to develop and increase resources in the 3T region have been implemented by the central and regional governments. However, the performance and sustainability of a policy and program is sometimes not going well. This can occur due to the low understanding of the community in identifying issues/problems and the main needs that occur. One of the 3T regions that needs to be considered is the villages in the Aru Islands Regency, Maluku Province. Based on the observations of researchers in the study area when conducting community service activities entitled Study of the Development of the Capital of Aru Islands Regency in 2021, it appears that many people of the Islands Village still need to strengthen the capacity related to the identification of their respective regional issues. This is important and needs to be done as part of the process of preparing policies, programs and activities that can be submitted to the local government (village/district) and the central government, as well as other stakeholders (non-governmental organizations and private parties). One of the causes of gaps is the result of differences in quality and quantity of resource capabilities, both natural resources and human resources. Some efforts to develop and increase resources in the 3T region have been implemented by the central and regional governments. However, the performance and sustainability of a policy and program is sometimes not going well. This can occur due to the low understanding of the community in identifying issues/problems and the main needs that occur. The development of the archipelago villages will have a huge effect on the development of the location and development of the district area. However, various factors, such as the level of understanding of the village community, as well as the capacity and ability of the village community in identifying the issues and potential they have become an obstacle in the development process. Therefore, the strengthening of the capacity of the Islands Village community is one form of effort to improve the quality of the village community to be more understanding and aware of the importance of identifying the issues and potential they have, so that it will have an impact on the optimal welfare and public services in the future ."
