The problem of teacher skills disparity can be overcome by teacher exchanges or implementing training programs for teachers. But this can spend a lot of funds for the implementation. Multimedia Conference Technology can be used by teachers to teach a number of schools simultaneously who still lack teaching staff. Currently various multimedia data encoding technology has been developed which can increase the efficiency of bandwidth use in existing network infrastructure. Continuous research related to multimedia conference technology both in product development and the application of reliable systems and services has been carried out in recent years by KK Information Technology ITB and partners. The purpose of this study is to help organize long-distance digital learning activities with the application of multimedia conference service systems. The study was conducted with surveys and analysis of the needs of learning processes in the elementary school environment. Since the existence of a dedication program in the ITB community, the location of this study began to use technology to support learning activities in the environment. Limitations of network infrastructure making the use of desktop-based conference media that uses bigger bandwidth It will be more difficult to implement. Use of this smartphone-based application of course will maximize the quality of video conferencing that only rely on connections through 3G / 4G mobile network.
